Speedy Rice is an international law consultant in the areas of Access to Justice and Anti-Corruption practices and education. He frequently collaborates with the United Nations Office on Drugs and Crime and various USAID funded rule of law projects. He has also tried cases and assisted in cases in State and Federal courts and argued appellate cases before a number of American courts including the United States Supreme Court, the California Supreme Court, and the New Mexico Supreme Court, and consulted with various international criminal tribunals defense functions and international law issues in U.S. domestic cases.

He is currently a Professor of Practice at Washington & Lee University School of Law’s Transnational Law Institute in Lexington, VA designing and teaching practicum courses assisting the defense support services of the International Criminal Court and the Military Commissions at Guantanamo Bay, Cuba, another promoting the UN Principles and Guidelines on Access to Legal Aid in Criminal Matters, a third in Serbia on the European Court of Human Rights, and a practicum promoting implementation of the UN Convention Against Corruption.

Mr. Rice is a past Fulbright Scholar to the Law Faculty of the University of Montenegro, Podgorica, Montenegro, Visiting Professor of American Law at the University of Central England, Birmingham, England, a Distinguished Visitor at California Western School of Law in San Diego and a Rule of Law consultant for legal education reform in Serbia, Liberia, Ukraine and Albania. Mr. Rice has taught and lectured at numerous international schools and programs, including Italy, China, Hungary and over 30 other countries.
